Can i get a identification card if my lisence is suspended?

back in 2006 my husband lisence was suspended due to dwi he payed the $260 dollars surcharge.Now 3 1/2 yrs later he is disabled due to a mental condition .at the social security office they said he needs his id or dl , he called to dps and they told him he still owes surcharge that there is still 5 accounts open each account is $260 that he needs to pay a minimum amount for a installment agreement once he does that he will then be told if he can get his lisecensed lifted but he needs only a id not a dl i expalined he will pay that amount but for now he needs a id for identification in a day by day purposes.if u give the minimum installment will he be able to get a id due to social security needs it in 3 weeks
