Is there a new child support law in texas?

My stepmom was telling me that there is a new law for child support. She told me that it doesnt matter if the father is living with you, paying the bills, paying for the dr. visits, etc. He'll still have to pay child support or end up in jail... Is this true?!?!?!?!?!?
